Oubab Khalil

Oubab Khalil is a Syrian-American policy advisor, entrepreneur, and lawyer with more than a decade of experience at the intersection of Syrian political affairs, regional security, and dialogue. He is the founder of The Fixer Group, an independent advisory practice specializing in Middle East and North Africa affairs, counterterrorism, and cross-border engagement.

From 2013 to 2018, Khalil served as Chief of Staff for the U.S. Foreign Mission of the National Coalition of Syrian Revolution and Opposition Forces. In that role, he helped lead the Coalition's operations in Washington and New York, engaged with U.S. government officials, Congress, diplomats, think tanks, and Syrian-American stakeholders, and supported the Coalition's participation in the Geneva peace process. His experience also includes work with The Day After Project's Security Sector Reform Working Group and longstanding participation in Track 2 dialogue initiatives and public policy forums. He brings expertise in policy analysis, diplomatic engagement, coalition-building, and security sector reform across government, civil society, and private-sector settings. He is based in Washington, D.C.
