Patrick Costello

Patrick Costello is a senior foreign policy and governance expert with more than three decades of experience in diplomacy, democracy support, and international affairs. He is a senior advisor to the Kofi Annan Foundation, a trustee of Mines Advisory Group, and serves on the advisory boards of the European Partnership for Democracy and Election-Watch.EU.
He served as a European Union official for 27 years, holding senior roles across the European Parliament, European Commission, and European External Action Service (EEAS). His positions included EEAS Head of Division for Democracy and Electoral Observation, Head of Division for the Middle East, and Deputy to the Chair of the Political and Security Committee. He also advised senior European leaders, including serving as diplomatic advisor to European Parliament President Josep Borrell and in cabinet roles supporting European Commissioners. Prior to joining the European institutions, he worked with the United Nations in Haiti and served as an electoral observer in South Africa. Patrick is based in Brussels, Belgium.
