Hala Bugaighis is a Libyan lawyer, researcher, and democratic transition expert with more than two decades of experience in governance, political reform, and peacebuilding in Libya and the broader MENA region. Her work focuses on inclusive governance, economic development, women’s participation, and democratic transitions.

She is the co-founder of the Jusoor Center for Studies and Development, a Libyan think-and-do tank focused on inclusive economic growth and advancing women’s economic participation in Libya. She has been deeply engaged in Libya’s peacebuilding processes, including serving as a member of the Economic Track of the Berlin Process and participating in the UN-facilitated Structured Dialogue, where she contributes expertise on governance issues. She has briefed the United Nations Security Council and has contributed insights through international policy platforms and institutions, including Chatham House and the Konrad Adenauer Stiftung. Hala is based in Tripoli, Libya.
